From Sovereign Grace and the Scope of Election: A Comparative Examination of Attainment Theology and Grace Theology, with Particular Attention to the Question of Whether God's Elect Are Found Among All Nations and Religions

Faith cometh by hearing, and hearing by the word of God (Romans 10:17). Without a preacher, no one can believe (Romans 10:14). Therefore the unevangelized cannot be saved.

Answer. The safest statement of the answer comes first, and the argument needs nothing more than it: Romans 10 unquestionably describes the ordinary means by which people come to explicit Christian faith, confession, assurance, and discipleship. The disputed question is whether the chapter also intends to define the Spirit's absolutely exclusive method of regeneration, covering infants and every extraordinary case. It nowhere asserts that, and the burden of establishing that universal claim rests on the one who makes it. Beyond that minimal position, there are contextual reasons for thinking that "saved" in the chapter is broader than eternal destiny alone: Paul's subject is Israel's failure to attain righteousness by the law and the availability of gospel deliverance to "whosoever shall call upon the name of the Lord", language drawn from Joel 2:32, where salvation is deliverance for a remnant in a day of judgment. The reader need not accept that broader reading to accept the answer; it is offered as supporting context, not as the argument's foundation. The sovereign grace believer gladly affirms everything Romans 10 actually claims: nobody comes to know, name, confess, and rejoice in Christ without the message. But knowing His name is the privilege of the regenerate under gospel light, not the mechanism of regeneration. John 5:25 places the quickening voice in the mouth of the Son of God Himself; Romans 10 places the informing voice in the mouth of the preacher. Confusing the two makes eternal life hinge on travel logistics. And note the verse that immediately follows the "hearing" passage: "But I say, Have they not heard? Yes verily, their sound went into all the earth" (Romans 10:18). Paul quotes Psalm 19, the psalm of creation's wordless witness that reaches every land. Paul himself thus allows a divine testimony that goes where preachers have not. Furthermore, if Romans 10:14 proves the unevangelized are lost, it proves infants are lost, for they too have not "heard." The attainment system will not accept that conclusion; therefore the attainment system already concedes, in the case of infants, that God saves apart from hearing. The sovereign grace believer simply refuses to limit that concession arbitrarily to one age bracket. What God does for an elect infant in a city church He can do for an elect adult in an unreached village, quicken them by His Spirit on the ground of Christ's blood.
